How can Admin create Signer API users?

Hi, I need to create API users with Signer role for backend integration.
When I select Signer role, the “Add user” button disappears
(only “Owner approval is required” message shows).

Questions:

  1. Can Owner grant Admins permission to create Signer API users?
  2. If yes, where is this setting in the console?
  3. If no, what is the recommended workflow for Admins to get Signer API users?
